registration cut-off dates

We are using registration cut-off dates and getting flack from our SE when
we try to adhere to them. He feels that "poor little Johnny" gets left out
by not registering on time. While that is true, is it our fault that the
adults in his life messed up? We use the cut-off to plan for the event
using the numbers that we know will attend. The date varies with the type
of activity, 4 weeks before our Dad & Lad, Day Camp, and Webelos Weekend,
2 weeks for Camporees and most other activities and only a couple days
before for training. To me it allows the event chairman to be organized.
This will be the hot topic at our Council Program meeting tonight and I am
looking for your opinions. Thank you in advance.
