This sounds well and good, but I detect a catch 22 here. I know of no
mechanism to drop a boy from the roster at the council office before his
registration term expires. and if there is a mechanism, councils would be very
reluctent to exercise it. As long as it is a numbers game between DEs and SEs
and the Council and National, there is no way they will drop a "warm body"
from the rolls. In fact, they go out of their way to keep names on the
rosters as long as possible to keep the statistics up. I will not go into
details, but it does make it difficult to drop an inactive Scout from your
rolls until the end of your charter period (plus 59 days in some many
councils).
You may send the boy packing from your unit, but unless he tranfers to another
unit, he will in all likelyhood stay on your rolls.
