This is not meant as an additional requirement but as a guideline. When oyur
older scouts reach high school adn have other demands on their time we must
consider all of the above. We in our district have found that this system
works with flexability . there has to be a guideline or the appeal process
for Scout Spirit deviations would las years. this is not meant as
anadditional requirement but as a thought provoking means and an understanding
usually administered at a SM conference. Consider it a goal between the
candidate and the SM not a requirement.
