Sounds like a method to determin if a scout is 'Active' in his unit.

For Star, Life and Eagle one of the requirements start with :
"1. Be active in your troop and patrol for at least X months as
a xxxx scout".

First recognise that this doesn't mean the 'last X months' just 'X'
months as a xxxx Scout.

'Active' thats pretty vage, but I would say it means more than
'Registered' otherwise the requirement would say 'Registered'.

You can now debate what 'Active' really means. I'll suggest a starting
measure of at LEAST showing up 25% of the meetings and/or activities.
Your number may vary depending on how many meetings/outings your
unit actually has.

It would also be nice if after a scout arrives he actuall participate
in the meeting/event.

If you haven't yet thought this out yet take a look at the Tenderfoot,
Second Class and First Class requirement which contain detailed
particpation requirements. I would think the next progress award
should be at least as demanding.

Note: My SPL thought that 'active' would mean that the scout actively
participated in 75% of meetings and outings OR earned a rank or
merit badge within the last six months.
