Joseph,
According to the newest "National BSA Advancement Policies and
Procedures", (#33088A, Revised 1997), page 17, "The Twelve Steps from
Life to Eagle" (emphasis mine):
<< 4. The application should be signed by the unit leader at the proper
place. The unit committee reviews and approves THE RECORD of the Eagle
candidate before the application is submitted to the local council. If
a unit leader or unit committee fails to sign or otherwise approve an
application, the Eagle candidate MAY STILL BE GRANTED A BOARD OF
REVIEW. The failure of a unit leader or unit commitee to sign an
application may be considered by the board of review in determining the
qualifications of the candidate. >>
Also, if you need further guidance on handling an appeal, see page 18,
"Appealing a Decision".
My _personal_ opinion: if the candidate has had a SM conference and has
passed all the requirements EXACTLY AS LISTED ON THE APPLICATION, _I_
would grant the boy the EBOR and leave it to them to make the call.
This might be a good EBOR to sit on personally (or appoint someone you
trust with sticky EBOR's). If the above is true, doing anything less
might produce a successful appeal to the council or to national.
