Hi Carol,

Thanks for bringing this aspect up,

I understand this co-pay potential of many of the BSA
insurance policies. I didn't even want to mention it =

on this list hopefully leaving that up to the DE to =

explain. I have personal difficulty accepting it being
used in the ways I know it has been used similiar to
your troop's practices.

Payouts always make me feel that my fellow leaders =

consider the BSA a Cash Cow, RJ Reynolds, or Big Daddy =

Warbucks. Few recognize that each small payout or even =

a claim for 0 dollars raises rates higher for all due =

to insurance formulas.

If a boy went out with other boys sledding and got hurt
generally each parent would take care of the situation.
If your mom or dad took your son rollerskating or into
their wood shop and your son got hurt would you ask your
mom and dad to pay for your co-pay beyond your medical
insurance with their homeowners insurance. If you went =

to Church and walking up non-iced steps with other boys
going to a Sunday school class your son fell and broke =

his glasses and arm would you ask your pastor and sunday
school leader for co-pay out of their insurances.
If you were helping a neighbor boy learn how to chop
wood or sew and he got hurt would you volunteer co-pay.

BSA is mostly a bunch of helpful Volunteers assisted by =

others called Professionals or better called Administration/
Program/Camping Assistance Scouters who get paid, who =

will always make or be right next to mistakes and mishaps
similiar to what I wrote above.

It is my personal feelings that in general each parent/
guardian should care for their own. Since each troop
may have boys and families that are on the low income
side of things the troop should find some way to assist =

them independent of their BSA Council. Even though I say
this you still should always consider contacting your DE
and Council whenever an accident occurs depending on the =

situation and the people. Each case and place in the =

country is quite unique due often times to the population =

of starving or high financially striving lawyers. (Sorry =

Guys, I do know of one or two like one on a Cyberspace =

Creek that do seem like nice helpful SL kind of guys.)
