I will suggest something that will sound weird and just may work. This is
the way I attach patrol patches to the front of the small brown patrol
books.
I use Wonder Under (this is the only brand I have found that is worth
anything). Wonder Under is a fusing material that usually is used to fuse
two pieces of fabric together. I LIGHTLY fuse the wonder under to the
patch, trim the wonder under around the edge of the patch so that none is
exposed, and then fuse the patch to the book. Instructions are on the
plastic sheet that comes with it. You will have to use a very hot steam
iron and press it a little longer than normal. Be sure not to get excess
on the iron...what a mess. I have used wonder under for everything from
the above to making semaphone flags. Works great. Good luck. Let me know
