Merit Badge Session

Last night at our Round Table Meeting, it was mentioned that in addition
to the Buddy System, that 2 deep leadership must be observed during Merit
Badge Sessions. This is contrary to what I learned at Scoutmasters
Fundamentals a couple of years ago. Does anybody have the policy to quote
to me?
