I think that I have read it somewhere, but like all other Scout info it must
be in one of a thousand different books or locations.
Totin' Chip Requirements are in the Boy Scout Requirements book (usually
ther is no really
no need for another book on Boy Scout requirements than this one.)
It says "I realize that my "Totin' Rights" can be taken from me
if I fail in my responsibility." Since Scouts go to many
different activities supervised by many different leaders,
some have taken to using the Totin' Chip card as a kind of Driver's
License. When the rights are taken away, so is the card. However,
there is no hard and fast (National) rule that this be done, and that a
Scout need carry the card at all times. Personally, I worry about it
with the younger Scouts and not with the older ones, unless they have
a problem with knives and such.

Personally, I think training never ends in Scouting and we should try
to incorporate learning in everything we do.
