In addition to the other responses, I've been told that the military
rank insignia that is now gold, was copper. That, too, would make silve
much more valuable at the time.

Most likely it comes from the military. The officer ranks are
designated
with gold being lower than silver. 2nd Lt is gold, 1st Lt is silver;
Major is a gold leaf while Lt Col is Silver. I always wondered why the
military did it that way.
