While, as Bill Nelson tells us, B-P was not the founder of the BSA, he was
the founder of Scouting. Although the programme of each member of the World
Organisation of the Scout Movement (WOSM) is tailored for the nation in
which it is practiced, the BSA is a member of WOSM. While WOSM's member
Scout Associations were not directly founded by B-P (at least for the most
part), they were founded upon the ideals of the movement he started. A
Scout Association that deviates from those ideals does not get to become a
member of WOSM.
When mentioning two programmes, Bill forgets that there are many, many more
than two members of WOSM, which is the largest youth movement in the world.
B-P mentions that Scouting is a game many times. You can find this in the
book Scouting for Boys, as well as in his wonderful Leader training book,
Aids to Scoutmastership.
