You answer your question with the last remark, there is no "while a XXXX"
performance requirements for the first three ranks.
So, YES he sure can! The only "sequence" requirement is that he must
complete the RANKS (not the rank requirements) in order, or in other words,
even if he completes the requirements for 1st Class before completing all of
those for 2nd Class, he must complete the 2nd Class requirements BEFORE he
can have a BoR/SM Conf for 1st Class and wear that rank badge.
There is NO TIME REQUIREMENT between these ranks, and the same holds for the
SM Conf. and BoR - accordingly, the Scout can have the conference for both
(all three ranks actually) concurrently, or as some will argue, "the 1st
Class conference seconds AFTER the 2nd Class conference". The same holds
true for the BoR - they may be held concurrently or within seconds/minutes
of one another.
I have had this happen frequently in several Troops I work with (including
my own). I don't recall all three ranks happening at the same time this way
(although they certainly could) but very often I see 2nd and 1st happening
in this manner. Of course, the Scout would probably never wear the 2nd Class
badge, as he would most likely elect to put that 1st Class badge on right
away. Even though, he is entitled to receive BOTH badges and cards at the
proper time to recognize his accomplishment (immediately for the badge, and
the card at CofH is how most units would handle it).
This is precisely how BSA envisioned the ranks working once we switched to
the program many of us knew at the time as Troop Operations Workshop, (mid
eighties) when skill awards as well as time requirements were done away with
and merit badges were no longer required for the first three ranks, and the
First Class First Year emphasis program was put into effect. This is also
when the color background was removed from Boy Scout rank badge and badges
of offices for youth and adults in Troops. The Troop Guide position came
into being at this time, and the Leadership Corps was done away with.
Venture and Varsity teams within a Troop, and their respective badges were
instituted at the same time.
Oops! I ramble on -- a short history as I remember it session! Without
notes and printed material too - just gray matter ;-)
