I've faced this situation several times. Don't know what the "from on
high" answer would be, but I've always scheduled sequential BOR's, on
subsequent weeks. OTOH, the full reason for having the BOR (to review
the Scout's progress, and get feedback on Troop functioning to the
committee) is equally satisfied by having one BOR for both ranks,
without the charade of the second BOR -- I mean, how much change of
situation can occur in a week, after all?
