Ideally according to some of the Book-A-Roos the Unit Commissioner
is supposed to help with this process and take the ball and
run it for a touchdown, score, and slam it down to the rally
of the crowd, supporters and even a few enthusiastic dissidents
who can't help themselves in encouraging great performances.

This possibly occurred regularly many many years ago when Boy Scouts
was growing rapidly.

Well now in Sicily with more historical connections than several
pages would take and a true presence adjacent to the mass of humanity
it has got to better than the back-woods of almost any state in the US
and even our worlds glorious humanity populated centers in the United
Kingdom i.e. those little islands near the Irish and North Seas.

Nah! think again. Flexibility and Desire is still the Key.

Use anybody who will do it and will jump the paperwork hurtles
as an enjoying experience. Being where you are I personally
would love to assist a 6 yr old Garibaldi or a young man named =

Leonardo yet you get the message anybody who can do it, have fun,
grow, and its done. Worry about the criticism for "THE RIGHT =

PERSON" after you succeed and support any leader in this simplest
of matters. It is just one of those scouting chores most units do
to say "Here I am, I mean to do Scouting Stuff for another Year"
and pass some money upwards to help with Scouting administration
expenses.
