We had a similar situation over a year ago and had the young man do his 2nd
class SM conference before the meeting and held the BOR at meeting time.
Then held 1st class SM conference and BOR at end of the meeting. We did
have other boys BOR between these two boards. They were dated the same, but
did have some different members on second board from first as people came
and went during the evening.

Personally I would keep it as two separate BORs just to make it clear that
they are for two separate ranks.
