Roy ,

You can actually do one Board of Review for both awards provided that
all of the requirements are met prior to the Board. Make sure that you record
the dates for both awards and in particular the first Class so he has a time
line for the four months required before Star. At this Board question the
candidate for both badges. Ask questions about the skills he has learned and
then question him about what it means to be First Class and the
responsibilities and privledges associated therewith. For example candidacy
to the OA provided camping requirements are met. Youth leadership roles in
particular PL and Troop Guide. Remind him he is now an example more than
ever as he has mastered the basic skills of Scouting thus being deemed First
Class.
