In Ricky Steveson post about the Ugly Scoutmaster, It is for this very
reason that the Scouting Ahead Program is being formed into a National
Standard. In 1996, this type of behaviour in some western National Parks
caused the park Service to propose a ban on group activities by BSA unit
in their entire system. I know not how much this would affect Eastern
Units but in the West it would be a major blow. Add to this the National
Forest System was not far behind and you tell me how much outdoor
activity we would have left. Fortunately Calmer heads went and pounded
on Dave Bates and changes are being made. But everytime you hear about
such a scoutmaster, remember " Scoutmaster Fundamentals" is an
incomplete publication no matter what National says.
