Ed, you mentioned troop policy, but did not really elaborate on it. I
assume that your policy has to do with not wearing T-shirts or other
apparel with advertising for alcohol, tobacco, acid rock groups, the
Church of the Gooey Death, etc. We have a similar policy in our troop.
The Scout appears to be in violation of this policy regarding apparel
(you mentioned a wind breaker). I don't know if your policy is extended
to other camping gear. Ours is not.
I once had a wind breaker with a company name on it that I no longer
wanted to advertise. I found a strip of multicolored ribbon that my wife
sewed over the offending ad and wore it for several years. Perhaps the
Scout's mother could do this for some of the clothing items. The utility
of gear like packs, duffle bags, sleeping bags, etc. can be compromised
by modification. Hopefully, your policy can allow for these.
Approach the parents with praise for their resourcefulness in obtaining
gear for their son. Explain the problem. Explain the reason for the
policy. Try to apply your policy as leniently as possible. Suggest
possible modifications.
As a last resort, throw the policy out the window, not the Scout!
