In my sons' troop, three patrols are primarily age-based, and
one is mixed. We do not reformat patrols each year:
therefore, this year's "new scout" patrol tends to stay
together as a patrol next year.
We reformat patrols for two reasons:
1. The boys want to. If the boys want to make up a new
patrol, we tell them to go ahead.
2. One patrol shrinks below "critical mass". If a patrol
drops below 5 members, we ask the boys to try to recruit some
new members. If they are unsuccessful, we combine the
patrol into existing patrols. For example, this September we
had two patrols that had become too small. We combined these
into one new patrol.
