Who are we to judge whether someone's "intent" is pure?
The important thing about the Eagle rank is the learning
experiences that the scout undergoes on the trip.
Remember, we cannot add or subtract from the requirements.
What you might try is to spell out the requirements ahead
of time in a written "contract" that satisfies both the
scout and the troop. Spell out exactly what must be done
to display "Leadership". Have the scout define what he
will do to show that he "lives the scout oath and law in
his daily life". Spell out the steps that he must take
for his Eagle project, and how he will ensure that it shows
his leadership and not that of someone else.
If he is willing to meet these requirements (which, after
all, are those that are in the book), he should be awarded
Eagle.
The Court of Honor is another matter. There is nothing that
says that the troop is required to fund anything for an
Eagle COH, although that is usually the practice. If your
troop has a tradition of running fund-raisers to pay for a
fancy COH, then you can have a *SEPARATE* (this is very
important) document that spells out that he will have to
participate fully in a fundraiser in order to have a troop
COH. IT MUST BE CLEAR THAT THIS IS NOT A REQUIREMENT FOR
HIM TO EARN THE EAGLE RANK: HE CAN EARN THAT WITHOUT A COH.
If your unit doesn't do this as a normal course of action,
I would suggest that you swallow your pride and give this
scout the same treatment that you give any other scout in
your unit.
