No, each merit badge can only be earned once.

You might try petitioning the National Advancement Committee about makin=

this two separate badges. If you could convince them that both badges
could use the same merit badge book (as is done with music and bugling),
they might be more apt to accept it, since the cost of
producing/distributing/stocking the merit badge pamphlet is the main reas=
on
that they work to "trim" the list and remove badges that are not popular
with the scouts.
