Since the Charter Organization "owns" the Unit, anything given to the
Unit is actually being given to the Charter Organization. Council has
no claim to anything given to a unit. Having served as District Chairman
I am well aware of the financial needs of a council. However, just
because they need it, does not mean they can claim it. If a unit folds,
Council does not get the funds. All money, equipment and anything else
that is left over, reverts to the charter organization. If council
can't take funds from a defunct unit why would anyone think that they
can take funds from an active unit?
