We all know there is a procedure and a form for getting authorization to
do a fundraising (oops, money-earning) activity. Also, as I understand
it, many Councils suggest levels at which Troops should make financial
contributions to Council operations (e.g., $25 per registered boy), so
some may feel they have somewhat of a "claim" to a portion of unit
funds.
But in the case of an outright donation, what is BSA policy?
We have had private citizens give token contributions ($20), over our
objections, in return for service project work (e.g., raking leaves at
senior citizen housing), other local organizations (e.g., Lions Club)
give small contributions ($100) as part of their philanthropic activity,
and so forth.
Is there national policy on this and what authority do local Councils
have over unit funds?
