I sympathize with you in this. It's difficult to run a good program
without enough committee, willing, focussed adults. You simply can't
do it all.
Having said that, I suggest asking yourself this question: Are the
boys in that Webelos Den getting full benefit out of the program the
Webelos Leader has in place? If the answer is no, you need to replace
her. Not with yourself. You're too overextended. You and your
Committee Chairman must recruit other adult leaders right away. I
know it's easier said than done. I've been there.
