Since you know the book and all the flaws in the message you
gave us as to the Troop Committee's authority plus a pile more
I won't comment. I know your job is to save the troop, and people.
Conflict is certainly here in spades? WHY?? WHY?? WHY??
By your message it is unclear WHY it exists with so many
adults interested in scouting. The only thing I see is
adult emotion running rampant. SO it has got to be either
Personality Conflict
e.g. that "I GOT AN EGO" idea
"I AM THE SCOUTMASTER DON'T MESS WITH ME"
"WE ARE THE COMMITTEE DON"T MESS WITH US"
e.g. I just don't like him hollering or he hollers too much.
Something Outside of Scouting (coming into play)
So and So is the boss of someone, or has been a pain
to someone since grade school
Scouting "Methods" Disagreement
e.g. Adult Driven vs Adult Guiding Boy Leadership
or Too many campouts far from home.
If I had the time I would make up an analysis chart
in a meeting with everyone present.
THE PLUS THE MINUS
Ask each side to lay all their crap on the table
as well as force them to give both the Plus and Minus
of each others position. I do mean pull the PLUS even
if they don't want to admit it. This has to be large
charts so they all see it.
Start the meeting with your spiel of here are Scouting
Rules and here are the Realities so they each realize
what they can lose and gain and have already lost.
"And to think they each think they have power over the other"
Before the meeting ask each side to bring a snack or
beverage to pass.
For a Good Movie you might ask them to watch
"House Arrest" where kids trapped their screwy parents
in the basement so the parents would grow up a bit.
