have also continued to encourage him in earning his Religious emblem
since the family is very involved in church. If he does earn it it will be
the first one earned

If the boy waits until he is a Bear, then he can get credit for earning the
Religious Award. So he could start working on it while he is a Wolf, but I
wouldn't have him finish it until he is a Bear. Just so he gets that little
extra credit.
