Advancement (Life to Eagle)

Fellow Scouters,
The latest thread on advancement brings up the question I have pondered
for some time. Although I tend to agree that once the requirement is met
regarding
fulfilling a position of leadership while a Life Scout, I have a problem
dealing with a scout who no longer takes an active part in the troop and then
asks me as Scoutmaster to sign him off for scout spirit in order to fulfill
his Eagle requirement. In our troop we have two Adopt-a Highway and two other
service projects for our sponsoring organiziation. I feel that the least a
Life Scout can do is participate in these service projects to show that he
still supports the troop and to set a good example to the younger scouts to
show that even though he may have other interests such as a job, sports or
whatever, he still must dedicate these four days of service to fulfill his
committment to scouting.
And if the scout chooses not to fulfill this service to the troop then I
can't in all honesty sign his Eagle requirement for scout spirit. I realize
that if he appeals to the
District board he will probably get his Eagle anyway, but he will get his
Eagle without
his Scoutmaster signing off for scout spirit.
