Sometimes we get so concerned with our topic that we forget that some of the
details are lost.
I will tell you how I understood the question.
A young man can meet the Eagle Scout requirements as a Boy Scout. There is a
specific set of requirements. If he meets these, he is an Eagle Scout and
you are right, once he has passed his Board of Review, he should be awarded
the badge, there is no judgement involved in the process. The Board of
Review would consider him to be a Boy Scout and a member of the troop.
There is an alternate set of requirements to earn the Eagle Scout award as an
Explorer. The requirements are very similar to the Boy Scout requirements
and the differences primarily concern the different opportunities for
leadership in the Boy Scout and Explorer program. In this case, the Board of
Review would consider him an Explorer and a member of an Explorer post.
Again, once he passes the Board of Review, he is an Eagle Scout and exactly
who presents it, troop or post, is not of primary concern. It is a matter of
convenience and personal preference although is should not be allowed to
become a matter for scandal.
I interpreted the questions to relate to boys who had conducted essentially
their entire Scouting career in a troop, then wanted to transfer to an
Explorer Post a short time before their Board of Review and either be judged
against the Explorer requirements, or else be judged against the Boy Scout
requirements, but be so judged as an Explorer. But in either case, the boy
had not yet passed the board, and the question, as I interpreted it, related
largely to which unit would certify Scout Spirit, etc. and what standards
they would and should use.
If I interpreted the questions wrong, I am sure one or more of the list
members will give the correct information.
