Well it is not really a "two deep" requirement, it is the YP requirement
that one adult never be alone with one youth. Thus, all that is required
is that there be at least three people present. Thus, it has always been
my position that the third person could be supplied by either the Scout or
the counselor. So my answer to your question would be yes.
The other alternative is for the counselor to meet with the Scout in a
public setting like a library, a fast food restaurant, or a troop meeting.
