Council Policies?

Just a couple quick questions.

We just picked up our popcorn from the Fall fundraiser. 17 of our 30+
boys sold popcorn. 5 will get certificates, 3 of those will get patches,
and 2 of those will get pins. The other 12 boys get nothing. We live in
a very rural area and unless your parent works where there are several
employees sometimes selling a large quantity of popcorn is just not
possible, therefore, we consider them "Doing Their Best". Instead in this
instance, only THE Best get any recognition whatsoever. Is this the way
Popcorn Sales are run in all Councils? It just seems like a tiny .75
patch for effort is not a lot to ask for a boy who tried.

Also, this past spring after the Pack Father/Son Bake-Off about 2 weeks
before the District Bake-Off we were informed that there would not be a
District Bake-Off for the top winners in each Pack. The boys were
devastated. It has been on our Calendar for over 8 months and boom it was
gone. When I called Council to question this, I was _told_ that it made
no Money therefore it wouldn't be held. Are we in this for the $$ or the
kids?
