A question on the "Patrol" process...

I am going to be suggesting to our Committee that we go with more of a
Patrol oriented troop... don't even ask how we do things now... and I am
wondering about the different methods that are used to incorperate Scouts
into Patrols after they spend their first year in a "new Scout patrol"

I imagine you can not just let they chose a patrol cause if say all 7
select the same one ... well this could be a problem...

Also, how do different troops select the Scout to head the new scout
patrol.. casue i image that he woudl have to leave another patrol...
any insights will be greatly appreciated...
