Advancement? An Answer

The answer really lies in the spirit of BSA advancement.
Yes, your son and my Tenderfoot Scout(not my son), did go through a Drug
awareness program. I'll bet they have also caught two kinds of fish, and
thrown a baseball 100 feet, and done many other things that could be
counted toward advancement and Merit Badges.
The "spirit" of Scouting dictates that the Scout accomplish advancement
through his efforts as a Scout, not before. None of the individual
activities are that difficult.
In this case, hold a "... Troop Drug awareness program" during a troop
meeting one evening using readily available material from the library,
Blockbuster, or the school.
