There is a lot of myth out there regarding advancement. You have the source
and solution in your hand. The latest version of Advancement Policies and
Procedures is the bible. It is this book they use at national to qualify all
of their answers. There are many people who feel they have been involved for
so long they don't have to read the book.

I don't agree with it but each Council has the ability and authority to alter
these national rules. But if they do and you abide by them please be sure you
have copies of the changes on the Councils stationary. DON"T go by word of
mouth.

Here in Robert E. Lee Council they have made similar changes. You can't be a
merit badge counselor for your son. You can't be a counselor for more then
two merit badges and I think we even have the same two year rule. If you
appeal these decisions the National staff will always default to the Council.

You already have the rules. Anything different is a change in policy. Be
prepared you will always be challenged by someone who thinks they know the
right way.
