You are right and the District Rep. is wrong, although attempting to put
limits on the time available to complete a merit badge is one of the most
common "improper" practices around in advancement. Remember, however,
that the counselor who signs off the last requirement for the merit badge
is responsible for the whole thing so that if much of the badge was done a
long time ago and with a different counselor he has the right to satisfy
himself that the work was done.
