No.
However, the blue cards are easy to use. Just have the SCOUT hang on to
it. After all, it's very easy for each individual SCOUT track his own
merit badge work. The earlier comment that the blue cards are difficult to
manage sounds like someone who tried to keep all the blue cards in one
file. In defense of this person, that WOULD be difficult.

You're exactly right.
My council no longer requires the blue cards, and I think it's a mistake.
The blue card is every bit as important as the white card that accompanies
the award UNTIL THE AWARD ARRIVES. Even after, it's a nice thing to keep.
