Re: Expiration dates on merit badges?

Ricky,

Your "district people" should learn to read the policies set out by
National, and should also learn that, while there is some room
for interpretation and local rules, they cannot change the rules
pertaining to advancement.

How much simpler of a statement do they need than "There is
no time limit" ?

Most often, this question comes up with regard to finishing a
merit badge after a partial was done at summer camp or with
another counselor for some reason. In that situation, the MB counselor
who eventually signs for the completed merit badge has the
responsibility to assure him/herself that all requirements have been
fulfilled, including those marked off on the partial slip. That does
not mean that the scout has to re-do those requirements, but the
counselor might call the other counselor, or might ask a few
questions covering the high points. If the answers are not convincing,
then more in depth review would be appropriate.
