Your question is exactly right, IMHO. If there are activities going on
at the same time which would suffer from the "Pied Piper" effect of the
music, the music should be postponed or eliminated. Our Troop bans
personal electronic gear (boom boxes, Walkman-type tape & CD players,
Game Boys, etc.) on outings, since that tends to detract and distract
the Scouts from the outdoor individual and group experience.
However, with camporee-style camping (hardly a wilderness experience),
group enjoyment of music for a limited period sounds like a good idea.
If this took place during one of those "dead" or transition times, I see
nothing wrong with adding another "fun" element which may help retain
Scouts who otherwise may be prone to drift away.
