Your troop is new and I personally believe you are jumping the gun a
bit. Let the troop grow and develop awhile before going after Baden
Powell Patrol awards. As for the uniforming - let part of your fund
raisers go into individual Scout accounts so they can get trousers. Also
look for used ones at the various Salvation Army or other thrift stores.
Don't let this be a permanent situation. For the first year or so,
concentrate on the basics, then as patrols and leadership develop, work
on the Baden Powell patrol award.
