If you take a look at the Webelos Compass Point Patch you will see that the
north point is the boy scout symbol and the E, W, and S points are triangle
outlines where the gold point are put after they are earned.
The Scout earns the Compass Point after earning a total of 7 activity
badges (There is no requirement for which one of the required badges have
to be done although I would expect that the Fitness badge is one of those
seven. It is required for the Webelos Badge.)
The first compass point is earned at 11 activity badges, the second at 15
badges and the third at 19 badges. There is no recognition to earning all
of the Activity badges.
There is also no particular order that the points are put on the Compass
Point Patch.
