Webelos Compass Clarification

I have recently become the Advancement Chair for my Pack and I am in need of a
clarification.

In the Cub Scout Leader Book (1995 Printing) page 132 it says the following:

"The Compass Points emblem is presented to the boy who has earned four
activity badges in addition to those required for the Webelos badge (a total
of seven). A metal compass point is awarded for each additional four activity
badges earned."

Now I understand that as saying for the first compass point, a boy would have
earned *eleven* activity badges, 3 required for Webelos badge, additional 4
required to earn Compass emblem and then another additional 4 to earn your
first compass point. Is that correct? For your second point you would have
to have earned a total of 15 and for your third and final you would have to
have earned a total of 19 . Someone questioned me as to the first 4 a boy
earns after the 3 required for Webelos badge as receiving the first Compass
point along with the Compass Emblem.
