It depends on what you want.

I can send you a cub cooking badge and a photocopy of the requirements.
If the child can describe doing the activities listed, I would certainly
give it to him. In our pack, a child's parent can generally "sign off"
most badges, however, as a leader, I usually ask the cub to tell me
about what he did.

For example, if the requirement reads "Cook a hot meal.", and the parent
has initialled his or her cub book, I still ask the cub to tell me about
what he or she cooked. If the answer is "I don't remember..." I may take
it up with the parent, but usually the cub tells me all about the can of
Ravioli that got microwaved. :-)

With a few exceptions (the service badges), cub badges in Canada are
awarded to the child on a "personal best" standard (as opposed to a
fixed empirical standard). Therefore, I suspect it his highly likely
that the cub finished the work for the badge. It may or may not be that
he told his leaders about it (in other words, the leader may not have
had time to award it, OR, the cub may not have got the information about
completing it in to the leaders).

So, if he just wants the Canadian badge to keep, I can send you one, and
you can give it to him if he convinces you he did the work. OTOH, if he
wants to be awarded your BSA equivalent for cooking, I can send you the
requirements and you would have to decide if meeting the Canadian
requirements warrants the presentation of the BSA item.
