OVERNIGHTS FOR 2ND & 3RD GRADE SCOUTS

When I read on the list that Wolves or Tigers go on "Overnights", I am to
assume this is at an "approved camping facility operated by the local council"
and not in someone's backyard, right? I recently discovered that Second and
Third-grade Cub Scouts are not allowed to camp overnight except for the above
stated. Does that include sleepovers at local museums?
Any thoughts would be appreciated.
