EAGLE BOARD OF REVIEW QUESTION/HELP ME!!

My 17 year old son (18 on Oct 17, 1997) has completed his Eagle project,
all his merit badges and will finish his Troop board of review this week.
Our problem is: he is leaving for Parris Island (Boot Camp) on Sunday,
Sept. 21 and cannot have a council Board of Review before he leaves.
I have heard that there is such a thing as a "Board of Review 6 month
Extension for Unusual Circumstances"...has anyone any information on
this? My son's Troop committee says that they
will absolutely NOT put in for an extension because "we've pushed him to
finish everything since last year and it's just too bad".
Who and where do I go for help? Steve needs his Eagle for both the Marine
Corps (will be E-2 when graduating boot camp) and because he's deserved
it. TIme management is a problem for Steve and is a documented learning
diability that he has (I have papers from school proving this). Someone
out there, please help a fellow Scouter (NE-I-139, Roundtable
Commishioner, Troop Committee, Pack Committee, former Cubmaster, Webelos
leader...). Being this boys Mom makes me less then objective.
Thank you all....I am a "schizophrenic" scouter with positions in both
Boston Minuteman and Old Colony Council in Massachusetts.
