Hazing and the Eagle Board of Review

A while back there was a serious discussion here about whether or not a
candidate could fail an Eagle Board of Review, and now there is a discussion
of hazing. I have a story that concerns both. This is all hearsay, as I got
it second hand; however the person who told me the story is on the Scouts-L
list, and will correct me if I have any serious errors. B^)
A member of the District Advancement Committe (in a council and district that
no longer exist) told me that he had asked an eagle candidate about hazing,
and the scout told him it was great fun, he did it all the time. When asked
how he justified this to a new scout he had just embarassed, the answer was
that the new scouts could do it to the next group.
My friend was so disturbed by this that he did not believe the boy was ready
for eagle, but did not know how to explain this to the rest of the board. He
was quite gratified to find, after the scout left the room, that every member
of the board agreed with him. The scout was told that he would not be
approved for eagle until his attitude on hazing was in compliance with the
scout law.
I believe that this action was proper, and that the troop leaders failed to
teach this boy properly. They failed this board of review as well as the
scout, and this is why the District Committee is involved in the process, to
assure the troop leaders are following the program.
