When I was on trek in 1996, we saw several foreign Scout units, (Japanese,
French, German) at base camp, and met 2 of them at verious stops on the
trail. I have no problem with leaving some space allocated to such foreign
units or other (non-scout) youth groups.
Total backcountry use is around 20,000 people per season which I think is
managed rather well for that huge number. Some people get there and some
do not. I had to wait almost 30 years for my turn. There are lots of
other places to visit as well, Philmont isn't the only place to go.
