I applied for a 1998 trek for my troop; however, even though I began dialing
promptly at the appointed time and continued to re-dial until I got through,
by the time I did finally get connected, all slots for '98 were filled. I
was given the option of either 1) being put on the waiting list to
(possibly) fill a cancellation in the '98 schedule, or 2) booking a firm
date in 1999. I do not think anyone was allowed to book for '99 unless they
had first tried--and failed--to obtain a slot for '98. I, too, had heard
that '99 is now full; I assume that there were enough others like me (who
opted to schedule a firm date in '99 rather than gamble that a cancellation
for '98 would fit with our schedule) to fill the '99 schedule as well.
With regard to your second point, given the great demand among Scouts for
Philmont treks, it disturbs me to learn that Philmont's limited resources
are evidently being allocated to non-Scouting contingents.
