I would recommend you start by finding out what your staff and
volunteers do NOW. First, ask each of them "what do you do if a scout
arrives before his unit?" (Or, if you are in that role, document how you
handle the situation.) Then ask "does that work? are there problems with
doing it that way? how should we do it?" Once you have those answers,
the draft policy can sometimes almost write itself. Take what works,
using the knowledge that your "people on the ground" have, then run it
by the lawyers and committees, but I'd really recommend starting with
finding out how it happens now.
