The question was "Are multiple registrations legal and how is it done"?

The real answer is yes, Cub Scouts, Boy Scouts, and Explorers as well as
adults may be "dual registered" in more than one unit during the same year.
The multiple registration requires no additional fees, but the following
procedure MUST be followed in order to keep the person from being counted TWICE:

*The person must complete an additional registration form and attach a
photocopy of their current registration card OR have available the six-digit
BSA registration number

*the X on the youth application whereby it asks "if the person has a current
registration certificate from an unexpired unit" MUST be checked.

*a NOTE to the COUNCIL REGISTRAR explaining the reasoning for the dual
registration should also be attached to the application.

KEEP THE UNIT COPIES OF ANY MULTIPLE REGISTRATIONS FOR AN INDEFINATE PERIOD
OF TIME!! It it these specific problems that crop
up that can be prevented by having a copy of the MR handy.

MRs are done primarily for the convience of a Boy Scout that wants to also
be registered in an Exploring unit; or for a Cub Scout that lives with Mom
but visits Dad across town (or in an adjacent town) or Grandpa in yet
another town and wants to continue his Scouting experience. National didn't
really count on the mobility of today's youth and their parents, but you can
also "MR" with consent of BOTH Council's Executives between two local Councils.

It's legal, it's used in all of our local Councils, and as long as your
Scout keeps careful records and BOTH UNITS submit advancement reports on the
Scout (or on one advancement report, you need to make a notation that this
Scout is a "MR from Troop 100"), the Scout should be recognized for his
personal achivements.

And John Birle followed-up with:

I was registered as a member of two Boy Scout Troops and two Explorer Posts
as a youth member. I appeared on charters of all units as a "MR"
and one unit was responsible for any and all advancement I did; I made sure
that any and all advancement I turned into Troop 801 (which was the primary
registration; all other units were "multiples" of the primary unit).

The process is explained for professionals within the BSA's Adminstration
booklet and your local Council Registrar should be able to resolve any
problems with regard to which unit is the "primary registration" and which
unit(s) are "multiple registrations".

Scouters likewise, CAN and ARE multiple registered. This is the cases
whereby the Scoutmaster or Cubmaster are also registered as District Cub or
Scout Roundtable Staff members, a District level position; or when the Lodge
Advisor is also registered as Scoutmaster or an Explorer Advisor.
The BSA is trying to cut down on multiples only because its hard for local
Councils to do accurate "head counting" at the end and quarters of the year.
But the process still exists and it exists for the convience of the Scouter
or Scout.
