My Scout troop here in Spain (am in the Navy and stationed at Rota) has a
Spanish boy registered with our troop. His father is in the Spanish
military and wants Jaime to learn better English. Our council
(Transaltlantic) has allowed us to register him for the last two years at
least. US citizenship is not required even though Spain has Scouting,
neither our troop or the council have been hassled by the Spanish Scouting
organizations.
