Sounds like a pretty good plan to me. The only thing I might add would be
an involvement on the behalf of the Scout himself - talking to him with his
parents and getting his input on the problem and his solutions rather than
just the adults. Hopefully he will have more buy in to whatever decision
is made if this is done, hopefully before the parents speak and "tell" him
what he is going to do. Write what he agrees to down or better - take
notes and have him write it down for a later meeting with you to reinforce
what was said and agreed to.
You already have an idea as to consequences - perhaps he and the parents
will come up with alternatives that will work as well.
In the end, only the scout himself has control of what he is really going
to do.
